She's probably banned from going live. YouTube will temp ban from lives, next step is a full account ban. So she'll be gone soon whether she wants to go or not.

She needs an account on another platform.

You are probably right . From my experience with YouTube live you can get way with a lot. But once you are under the radar and mods start looking at your channel taking lives down then it’s most likely RIP😭😭 .
