Open your video, as if you are going to play it, then locate those 3 dots below where it says private, click it and you'll have all the options available, there you can change the privacy feature to public, also you can change the expiration day, go to the bottom where it says expiration or something like that and make sure to erase the date, then save it and allegedly it won't delete it if it doesn't have any traffic, check the image attached.
