Off Topic [HELP] Can someone help me to reduce the quality of a video ?

Hi everyone,

Here's my issue, I've downloaded a high quality video : 3840x2160 and that's way too much for my shitty laptop so I can't watch it, can someone reduce the quality to 1280x720 or 1980x1080 please ? I've tried to do it with VLC but it takes way too much time.

If I'm being honest think It's gonna take time no matter what you do if you have a shitty laptop
But you could probably use some editing software or something. I'm not that tech savvy but just a tip
