It doesn't fly in the face of logic if you look at it like this:
The section/category is for requests.
The initial thread is the request.
Anything after is meant to be filling that request.
There's some leeway if you want to reply to content asking about other content, but straight up requesting without content as it's own comment is literally goofy.
