I wonder what's the point of such attacks is. They happened before, if i recall correctly. They'll disrupt things for a few days and then it'll go back to normal. So who does this and to what end?

DDOS attacks...designed to overload servers & disrupt service, making it difficult or impossible to view the site(s) being targeted.
The work of hackers. Why? Just to disrupt and wreak havoc, most times done by people with a grudge/moral axe to grind against the target site(s)...but also, just because for some it's a form of entertainment.

probably hackers but I've heard the government commands most of them in Russia so who knows, maybe trying to get some money who knows

The site is back and has another domain, a backup, one without you having to register (for now), instead of city change it to town.
