can somebody please explain what i need to play a file like this?

The m3u8 file is like a playlist in terms of it will hold path(s) to some media - usually on the internet. But playing that media will require streaming it from a server - imagine watching a video on youtube. It's up to the server where the media is hosted if you will actually be able to access what's described in this playlist.

VLC media player should be able to open and view such files - given the path to the media is valid and accessible.
