Getting caught in public having sex with a partner or masturbating alone? I think the former is a bigger act of exposure, involving two (semi-)naked people and hence should bear a stiffer sentence however on the other hand a lone guy exposing and rubbing his penis in public appears more frowned upon, creepy and potentially dangerous since he does not have a partner.
